As a fourth-generation Georgia cattleman, you\u2019d think I\u2019d be a big fan of that catchy campaign\u2014but the truth is, the ad is the product of a system that has been putting ranchers like me out of business for decades.<\/p><\/div><div class=\"post-simple\">\n<p>The beef ads were paid for with funds collected through federal research and promotion programs, also called commodity <a href=\"https:\/\/www.ams.usda.gov\/rules-regulations\/research-promotion\">checkoff programs<\/a>. Started as a voluntary way for farmers and ranchers to pool their resources and promote their products, checkoff programs are now mandatory for producers of 22 different commodities, and in addition to paying for research and advertising they also funnel money from farmers to lobbying organizations with little accountability or transparency. Nearly <a href=\"https:\/\/www.usda.gov\/sites\/default\/files\/documents\/24-2024-AMS.pdf\">a billion dollars<\/a> are collected from farmers every year through the checkoff.<\/p>\n<p>In my industry, farmers and ranchers are required to pay $1 for every animal they raise toward the fund. The beef checkoff program then contracts with a group called the National Cattlemen\u2019s Beef Association (NCBA) for its research and promotion efforts. While the NCBA receives some membership dues and some corporate sponsorships, more than <a href=\"https:\/\/projects.propublica.org\/nonprofits\/organizations\/840738973\/202112229349300201\/full\">70 percent<\/a> of its budget\u2014$26 million\u2014comes out of the pockets of ranchers through the checkoff.<\/p>\n<p>NCBA then turns around and <a href=\"https:\/\/farmaction.us\/2023\/05\/10\/meatpackers-make-billions-ncba-squanders-millions\/\">lobbies<\/a> on behalf of its largest <a href=\"https:\/\/www.ncba.org\/about\/affiliates-industry-organizations\">members<\/a>, including Cargill, McDonald\u2019s, and Tyson Foods.<\/p>\n<p>For example, NCBA successfully lobbied against <a href=\"https:\/\/www.nytimes.com\/2007\/07\/02\/business\/02label.html\">mandatory country of origin labeling<\/a> (MCOOL) for beef. MCOOL was a powerful marketing tool for independent American ranchers to distinguish our products from lower-quality imported meat sold by giant meatpackers like Brazil\u2019s JBS.<\/p>\n<p>Americans increasingly prefer to buy meat raised in the U.S., and country of origin labels would help them find what they\u2019re looking for. Without this label, global corporations can repackage imported beef and label it \u201cProduct of U.S.A.,\u201d deceiving consumers and stealing market opportunities from U.S. farmers and ranchers.<\/p>\n<p>The checkoff reinforces the idea that all beef is equal: The \u201cBeef. It\u2019s What\u2019s for Dinner\u201d ad and NCBA\u2019s other checkoff-funded promotions do not distinguish between beef that is imported and\/or industrially raised and beef that is grassfed and regeneratively raised in the U.S. like mine.<\/p>\n<p>That means that through the checkoff, every cattle rancher in America is being forced to give money to NCBA, even though its promotions often directly counter their interests. NCBA&#8217;s work is so unpopular among U.S. cattle ranchers, in fact, that less than 3 percent of them have joined as members.<\/p>\n<p>The U.S. Department of Agriculture (USDA) is supposed to provide oversight of the checkoff program, but its <a href=\"https:\/\/subscriber.politicopro.com\/article\/2017\/11\/gao-usda-must-do-more-to-keep-checkoffs-in-check-128221\">negligence<\/a> has enabled a history of <a href=\"https:\/\/www.latimes.com\/business\/la-fi-egg-board-investigation-20161007-snap-story.html\">corruption<\/a>, <a href=\"https:\/\/www.politico.com\/agenda\/story\/2015\/08\/a-60-million-pork-kickback-000210\/\">collusive relationships<\/a>, and the normalization of the <a href=\"https:\/\/www.agriculture.com\/news\/livestock\/court-documents-show-beef-checkoff-sends-millions-to-cattle-lobby-0\">use of checkoff money to lobby lawmakers<\/a>\u2014which is against the law.<\/p>\n<p>There is a bipartisan bill on the table that would put a stop to this: <a href=\"https:\/\/farmactionfund.us\/wp-content\/uploads\/2023\/07\/OFF-Act-Section-by-Section-Summary.pdf\">the Opportunities for Fairness in Farming<\/a> or \u201cOFF\u201d Act, introduced by Senator Mike Lee (R-Utah) and Senator Cory Booker (D-New Jersey) to rein in the runaway checkoffs.<\/p>\n<p><a href=\"https:\/\/thehill.com\/policy\/equilibrium-sustainability\/4153570-got-milk-checkoff-program-fairness-farming\/\">Support is growing<\/a> for the OFF Act, which isn\u2019t meant to eliminate checkoff programs. What it would do is establish basic financial accountability and transparency for the checkoff dollars collected from farmers and ranchers, and prohibit these funds from being used to contract with groups that lobby on agricultural policy.<\/p>\n<p>The OFF Act is one of many so-called marker bills for the upcoming farm bill, meaning it provides suggested policy and language for the lawmakers negotiating the farm bill to consider including in their massive, final bill.<\/p>\n<p>In a recent hearing, House Agriculture Committee Chairman Glenn Thompson (R-Pennsylvania) <a href=\"https:\/\/twitter.com\/FarmActionFund\/status\/1707107671424516415?s=20\">said<\/a> he thinks \u201cthe farm bill process is the appropriate path forward&#8221; for adding transparency to the checkoff.<\/p>\n<p>I couldn\u2019t agree more. If the OFF Act were included in the upcoming farm bill, we could prevent waste, fraud, and abuse in the checkoffs. To me, that sounds like the bare minimum requirements for a government program handling nearly a billion in funds taken from farmers.<\/p>\n<p>Not surprising, NCBA is <a href=\"https:\/\/www.tsln.com\/news\/r-calf-usa-ncba-square-off-over-checkoff-bill\/\">vocally opposed<\/a> to the OFF Act, but farmers and ranchers across the nation are demanding change. Representing them <a href=\"https:\/\/farmactionfund.us\/wp-content\/uploads\/2023\/07\/Farm-groups-in-support-of-OFF-Act.pdf\">in support of the OFF Act<\/a> are groups like <a href=\"https:\/\/farmactionfund.us\/\">Farm Action Fund<\/a>, <a href=\"https:\/\/www.r-calfusa.com\/\">R-CALF USA<\/a>, the <a href=\"https:\/\/www.americangrassfed.org\/\">American Grassfed Association<\/a>, the <a href=\"https:\/\/www.blackfarmers.org\/\">National Black Farmers Association<\/a>, and the <a href=\"https:\/\/nfu.org\/\">National Farmers Union<\/a>. These groups say the OFF Act would give farmers and ranchers \u201c<a href=\"https:\/\/farmactionfund.us\/2023\/10\/26\/farm-groups-applaud-seven-new-co-sponsors-for-bipartisan-off-act\/\">a seat at the table<\/a>\u201d when it comes time to spend checkoff money.<\/p>\n<p>I want my family\u2019s future generations to thrive here in Bluffton, Georgia, where we raise livestock and tend our land according to regenerative principles with a team of butchers, cowboys, and farmers.<\/p>\n<p><a href=\"https:\/\/civileats.com\/2023\/03\/20\/farm-bill-explainer-2023-bill-snap-nutrition-climate-smart-farming-commodities-insurance-congress\/\">There is so much at stake<\/a> with this farm bill, and Georgia lawmakers are in a pivotal position to create lasting change on behalf of families like mine.<\/p>\n<p>The OFF Act would show farmers where our tax dollars are going and ensure we\u2019re not funding our own downfall. Including it in the upcoming farm bill would go a long way toward empowering farmers like me and reining in corporate domination over our food system.
