{"id":55124,"date":"2024-01-30T07:50:30","date_gmt":"2024-01-30T15:50:30","guid":{"rendered":"https:\/\/civileats.com\/?p=55124"},"modified":"2024-01-30T07:54:36","modified_gmt":"2024-01-30T15:54:36","slug":"op-ed-the-clear-lake-hitch-and-the-tribes-that-depend-on-them-face-continuing-threats","status":"publish","type":"post","link":"https:\/\/civileats.com\/2024\/01\/30\/op-ed-the-clear-lake-hitch-and-the-tribes-that-depend-on-them-face-continuing-threats\/","title":{"rendered":"Op-ed: The Clear Lake Hitch, and the Tribes That Depend on Them, Face Continuing&nbsp;Threats"},"content":{"rendered":"<p><em>A version of this article originally appeared in The Deep Dish, our members-only newsletter.\u00a0<a href=\"https:\/\/civileats.com\/become-a-member\">Become a member today<\/a>\u00a0and get the next issue directly in your inbox.<\/em><\/p>\n<\/div><div class=\"post-simple post-capital-letter\"><p> One year after California state and Lake County leaders declared an <a href=\"https:\/\/lakeconews.com\/news\/74877-supervisors-vote-unanimously-to-declare-emergency-for-clear-lake-hitch\">emergency<\/a> for the endangered Clear Lake Hitch (known as \u201cchi\u201d to <a href=\"https:\/\/lakeconews.com\/news\/75572-big-valley-pomo-respond-to-federal-decision-not-to-give-clear-lake-hitch-emergency-listing\">local Pomo Tribes<\/a>), more than a dozen agencies are collaborating in an all-hands-on-deck approach to save this culturally important fish, one <a href=\"https:\/\/civileats.com\/2023\/06\/28\/op-ed-saving-this-fish-means-saving-our-tribes-future\/\">intertwined with our destiny as <\/a><a href=\"https:\/\/civileats.com\/2023\/06\/28\/op-ed-saving-this-fish-means-saving-our-tribes-future\/\">Tribal<\/a><a href=\"https:\/\/civileats.com\/2023\/06\/28\/op-ed-saving-this-fish-means-saving-our-tribes-future\/\"> peoples<\/a>. <\/p><\/div><div class=\"post-simple\">\n<p>For millennia, abundant spring spawning runs of chi filled 14 tributaries feeding North America\u2019s most ancient lake. Thousands of Tribal members gathered at Clear Lake to communally hand-harvest and process chi into fish jerky that provided <a href=\"https:\/\/www.pbssocal.org\/redefine\/state-may-declare-unique-norcal-fish-threatened\">year-long sustenance<\/a>. Following successive <a href=\"https:\/\/jeaninepfeiffer.com\/2018\/12\/20\/the-language-of-silence\/\">genocides of Tribal communities<\/a>, countless generations of sustainable fish harvests were erased by five generations of environmental damage: water diversions, invasive species introductions, and habitat destruction. Within our lifetimes, the chi spawning runs diminished to only six streams, and throughout the recent drought, we didn\u2019t witness a single run.<\/p>\n<div class=\"post-quote\"><p>&#8220;It will take years of juvenile recruitment\u2014loads of healthy teenagers growing into reproductive adults\u2014to ensure their future.&#8221;<\/p>\n<\/div>\n<p>In 2022, fearing for the chi\u2019s future, Tribal members drove hundreds of miles to testify at agency meetings in Sacramento, Eureka, and South Lake Tahoe. Our efforts inspired a series of historical firsts: interagency <a href=\"https:\/\/biologicaldiversity.org\/w\/news\/press-releases\/california-takes-important-steps-alongside-tribes-to-protect-clear-lake-hitch-2023-03-27\/\">hitch summits at Big Valley Rancheria<\/a> in 2022 and Robinson Rancheria in 2023 resulting in novel, cross-agency collaborations, resource-pooling, and data-sharing to address persistent threats to the chi.<\/p>\n<p>Reversing the damage is a complex undertaking. To understand how to maintain water flows in spawning streams for chi eggs to survive and emergent fry to make their way back to the lake, <a href=\"https:\/\/www.record-bee.com\/2023\/01\/26\/multiple-agencies-exchange-resources-for-research-of-the-clear-lake-hitch\/\">the California Department of Water<\/a> and the <a href=\"https:\/\/waterboards.ca.gov\/clearlakehitch\/\">State Water Resources Control Board<\/a> are helping to install specialized equipment to monitor surface and groundwater in creeks and creekside wells. Lake County Water Resources and the California Conservation Corps are clearing tons of debris from waterways to improve fish habitat and water flow and reduce streambank erosion.<\/p>\n<p>The <a href=\"https:\/\/www.fws.gov\/press-release\/2023-05\/service-continues-investments-clear-lake-hitch-research\">U.S. Fish and Wildlife Service<\/a> and the California Department of Fish and Wildlife (CDFW) allocated <a href=\"https:\/\/wildlife.ca.gov\/News\/Archive\/cdfw-launches-immediate-efforts-to-save-clear-lake-hitch\">millions of dollars<\/a> to identify and dismantle hitch migration barriers, complete a <a href=\"https:\/\/lcbh.lakecountyca.gov\/DocumentCenter\/View\/5951\/CLH-Draft-Conservation-Strategy-?bidId=\">hitch conservation strategy<\/a>, and fund the Robinson Rancheria Environmental Protection department to track and <a href=\"https:\/\/mendovoice.com\/2023\/02\/clear-lake-hitch-protection-robinson-rancheria-piloting-project-to-remove-nonnative-carp\/\">remove invasive carp<\/a>, a chi predator known to grow up to 25 pounds and \u201cvacuum up\u201d thousands of chi eggs and young.<\/p>\n<p>As <a href=\"https:\/\/civileats.com\/2023\/06\/28\/op-ed-saving-this-fish-means-saving-our-tribes-future\/\">we wrote about last year<\/a>, an exceptionally wet spring in 2023 mitigated California\u2019s drought and brought the welcome surprise of tens of thousands of hitch to <a href=\"https:\/\/lakeconews.com\/news\/75220-thousands-of-hitch-spotted-in-creeks-as-annual-spawning-run-takes-place\">lakeside streams<\/a>. Yet heavy water flows generated a new emergency: Chi were swept over streambanks and stranded in ditches and fields. Tribal staff, accompanied by CDFW and landowners who reported strandings, ultimately <a href=\"https:\/\/lakeconews.com\/news\/75572-big-valley-pomo-respond-to-federal-decision-not-to-give-clear-lake-hitch-emergency-listing\">rescued<\/a> more than 26,000 chi.<\/p>\n<p>The sudden appearance of high numbers of chi has scientists scratching their heads\u2014there\u2019s a working hypothesis that adjacent water bodies provided a refuge for adult hitch\u2014and has some local residents, including farmers whose water use has come into question, suggesting that the crisis is not legitimate.<\/p>\n<p>In a public meeting co-sponsored by the <a href=\"https:\/\/www.lakecofb.com\/\">Lake County Farm Bureau<\/a>, the audience was shown graphics illustrating hundreds of sampling sites throughout Clear Lake and nine years of hitch survey data using seine nets, electrofishing, and stream observations by U.S. Geological Service and CDFW fish biologists\u2014all clearly pointing to severe hitch population declines. However, some audience members accused agencies of creating a false crisis based on \u201cfaulty data.\u201d<\/p>\n<p>We know that one year of good fish runs doesn\u2019t mean our chi have recovered. It will take years of juvenile recruitment\u2014loads of healthy teenagers growing into reproductive adults\u2014to ensure their future. This year, although another wet winter has brought several feet of rain to Lake County, we haven\u2019t yet seen the kinds of consistent water flows that are needed for the annual upstream migrations of the chi between February and June.<\/p>\n<p>We are still waiting, watching, and praying for our chi.
